Job Description

Job Summary:

Position is responsible for performing operational duties relating to deposit products and customer records; the administration of the Bank’s IRA and Health Savings Accounts; and able to complete all tasks of the Bank’s BSA/AML program. The Operations Specialist – BSA and Deposits is accountable for adherence to Bank policies and procedures as well as for maintaining good internal and external customer relationships.

*Essential Functions and Responsibilities:

Duties – IRA and Health Savings Accounts

  • Review daily reports to monitor activity.
  • Review daily exception reports and initiate corrective action.
  • Review documents provided by Retail Staff for completeness and accuracy.
  • Responsible for document management of associated IRA and HSA documents including scanning and document retention.
  • Perform and Support subject matter training.
  • Support Retail staff as subject matter expert.
  • Manage mandatory distributions, decedent processing and annual maintenance fees.
  • Oversee production of periodic statements and notices, year-end reporting and any subsequent corrections.
  • Work with Retail, Marketing and Management to assist with the growth of the IRA and HSA portfolio.

Duties – BSA/AML Program

  • Manage functions of PRIME Anti-Money Laundering System, including monitoring and decisioning of weekly/monthly/quarterly alerts; documenting any actions; and remediating any daily errors.
  • Complete reviews of high risk rated customers, their relationship and activity. Prepare support documentation of the review and communicate any recommended changes to the BSA Officer.
  • Review comparison of the bank’s full customer file against the Office of Foreign Asset Control lists and prepare a report of results for the BSA Officer.
  • Import and schedule bi-weekly 314(a) Search Requests within Prime Legal Reporter. Review and research results from the automated file comparison, report any matches to the BSA Officer, document findings and deliver the file prior to response deadline. This includes preparation of a file for the Trust Department and monitoring for a timely response from same.
  • Review daily cash reports to identify CTR reportable transactions. Research and prepare CTR records for transmission. Complete weekly CTR review and approval.
  • Complete SAR preparation and reporting.
  • Perform reviews to identify Money Service Businesses, Privately Owned ATMs, Video Gaming Terminal Operators and the subsequent Enhanced Due Diligence on those clients as well as Non-government Organizations and Charities.
  • Complete annual review of transaction activity processed by Business Remote Deposit Capture customers to identify potential fraud, compromised transmission of financial data and money laundering.
  • Participate in BSA/AML Training and/or Certification Programs.

Duties - Operations

  • Serve as administrative leader backup to the Operations Officer – BSA/AML and Deposits for Bank Control additions and changes to Deposit Products, Interest Plans, Custom Interest Rates, Unclaimed Property and IRS Reporting, year-end coordination, Withholding and Notice Response.
  • Maintain IOLTA file; insure accounts are properly flagged; prepare quarterly reports and remittances; monitor daily overdraft activity and complete required reporting of overdraft activity.
  • Gather information and prepare monthly reports for the Asset Liability Committee (ALCO), including Rate Watch Reports, Early Withdrawals, Current Deposit Rates and Jumbo Certificate Activity.
  • Perform all activities relating to the Ultimate Cash Sweep products including account set-up & maintenance, maintaining customer files and daily reconcilements.
  • Perform all activities relating to the CDARS accounts including assisting Retail Staff, opening and closing customer and account records on the Promontory Network computer system as well as on FIS Insight, processing transactions, providing statements and maintaining customer files.
  • Open, fund and prepare all related documents for the bank’s Jumbo and Brokered Certificates as generated by the Accounting Department.
  • Assist with storage and record retention of Deposit Operations Documents.
  • Complete audit verification of daily sweep rate in Bank Control.
  • Continuously review and adapt business practices to adhere to American Bank & Trust Strategic Objectives and Goals.
  • Assist with upgrades/conversions of the Bank’s data processing system as well as related ancillary software.

  • Employee may be assigned additional duties or special projects as necessary by management.

Education and/or Experience:

  • High School Diploma or recognized equivalent required.
  • Two years previous banking experience in BSA/AML and Deposit Operations required.

Knowledge/Skills/Abilities:

  • Strong knowledge of IRA/HSA compliance Strong knowledge of BSA/AML functions and requirements.
  • Knowledge of all Bank products and services as well as their data processing parameters and be able to make recommendations to customers and staff.
  • Knowledge of the Bank’s data processing system as well as related ancillary software is required.
  • Must be able to function in deadline-oriented team environment.
  • Good interpersonal and communication skills with internal Bank staff and external customers.
  • Proven problem solving skills required.
  • Accuracy and attention to detail are critical.
  • Must be flexible and able to reprioritize duties as departmental workflow changes.
  • Ability to comply with Bank’s attendance policy.

Equipment/Software:

  • Ability to operate a variety of office equipment such as personal computers, printers, scanners, calculators, etc.
  • Advanced user knowledge of Microsoft Office products.

All employees must complete annual training on BSA (Bank Secrecy Act) and Privacy Compliance: Gramm-Leach-Bliley Act. In addition, employees must comply with job-specific training requirements as directed by management.

Develop and maintain familiarity with the Uniform Commercial Code; Federal Reserve Board Regulations D, E, J, P, Q, S, CC and AA; Section 524 of the Code of Iowa; the Rules and Regulations of the U.S. Treasury Department; and CRA regulations.
