About Jim: Jim has facilitated strategic planning sessions for businesses, chambers of commerce and economic development groups, primarily around developing a talent pipeline for employers. He has provided keynote presentations for groups from 50 to over 1000. CEOs, policymakers, educators and students have enjoyed his mix of data, experiences, research, stories and humor. Jim holds a master’s degree in education and a bachelor’s degree in education from the University of Wisconsin-Madison.

Deputy Director, Illinois Office of Employment & Training (OET)
Julio Rodriguez leads the management and oversight of the Workforce Innovation and Opportunity Act, a US Department of Labor program administered by the State of Illinois. Under his leadership, OET has met or exceeded performance, developed nationally recognized training initiatives, secured $50 million in federal funds to support programs, developed training policy and led the design team that integrated new technology tools into Illinois workNet.
Beth Townsend
Director, Iowa Workforce Development
Beth Townsend supervised various services Iowa Workforce Development provides to Iowans. She has been in her current position since 2015. Previously, she served in the Air Force Reserve and retired as a Lieutenant Colonel after 21 years of active and reserve duty.
